Why did I receive a letter stating that my state refund was held?

The state holds refunds due to delinquent personal property taxes. However, we don’t immediately receive those funds. For the Treasury to receive the funds from the state, the claim must be finalized first. The taxpayer can call our office and notify us that they would like us to finalize with the state or an automatic finalization will be done within 45 days of receiving notification of a match from the state of the taxpayer’s refund. If the taxpayer chooses to finalize or automatic finalization has occurred, the state does keep 4% of any amount being held and then we would receive those funds approximately around the 15th of the following month. Example: Finalization date: March 1st, state refund held: $100, State keeps 4%: $4.00 , Amount applied to delinquent taxes $96.00, Approximate receiving date: April 15th. If the claim with the state hasn’t been finalized, the taxpayer can pay off their balance and receive their full check from the state within 4-6 weeks.
